MINISTER SALGUERO DISMANTLIN SUSTAINABLE DEVELOPMENT PROJECT LAKE TITIKAKA and threatens FINANCING TO PROTECT THE ARCHAEOLOGICAL HERITAGE OF THE DIRECTOR OF REGION HERITAGE

Sustainable Development Project of Lake Titicaca is a regional development initiative based on a comprehensive model. Its aim is to contribute to local sustainable development on the Bolivian side of Lake Titicaca watershed, this includes the provision of local activities that support tourism development and protection of cultural heritage in the Aymara communities that surround it. As part of this goal will also consider the improvement of basic water and sewage as well as the construction or improvement of systems of solid waste or garbage in the main towns that are located in your environment.
The project involves four components: 1) Implementation of actions for sustainable tourism development, particularly community-based, 2) Protection of cultural heritage (archaeological, historical and contemporary), 3) Development of basic sanitation infrastructure and management solid waste in major urban centers installed at the edge of Lake Titicaca, and 4) institutional strengthening of the management entities of national, regional and local tourism and cultural heritage.
The project had about 20 million U.S. dollars of funding, achieved as a World Bank loan in 2007, half a million of whom were directly involved to task of protecting cultural heritage, mainly archaeological (management plans for major joint or archaeological sites, recording and inventory, deployment legal and physical protection, conservation and restoration, in addition to building infrastructure for research and management).
After its launch in 2008, there were numerous hurdles to atravezarlo, mainly originating from the incompetence of the authorities in power, both the Ministry of Productive Development, Vice Ministry of Tourism and the Ministry of Culture.
To date, the project is severely delayed, primarily in the actions that have to do with tourism and cultural heritage, mainly due to the inability and ineptitude in the management of former ministers and Yugar Groux, which systematically halted work on the project since its start. However, despite all project activities were organized and developed very slowly until the sudden and incomprehensible Elizabeth Salguero installation in the Ministry of Culture, who completely ignored which means managing a portfolio of State, management of public policies on culture and tourism, much less what he intended to carry out the Project, stopped and fired their technicians and staff without a alternative plan to reroute or ideas and meet the goals outlined in its formulation.
After the first three months of his infamous possession, Salguero has developed a series of actions against the technical and project staff that have led in layoffs and resignations, which it has been virtually dismantled, with the risk that the funding provided by the World Bank is withdrawn or renegotiated by the State of Bolivia (namely the Ministries of Planning and Economy) for other purposes, leading to the imminent loss of half a million dollars unpublished for cultural heritage protection and promotion of cultural and archaeological research in the Basin of Lake Titicaca.
archaeological community should declare a state of emergency and repudiate these actions because they endanger not only the protection of the archaeological heritage of Lake Titicaca, but job opportunities that the investment would be for the sector. Carlos Lemuz http://arqueobolivia.blogspot.com
