organisative Sweet dreams, Mila

held Adele motherhood making a gift to her daughter take a few minutes a day to make a composition with his girl taking a nap and a scenario around. It is so tender, so beautiful, so loving and above all so creative ... I'm excited.

For me this is a clear example of balance. For ramble a bit and without knowing anything to the author, I would say is probably one of his best moments with the 2 nd chakra-the creativity, open wide, and this is his way of channeling all this happiness and love.

And nothing else, just wanted to share it to enjoy it and inspire you (:

Sweet dreams ...

LAW AUTONOMY AND MANAGEMENT OF CULTURAL HERITAGE

New Autonomy Act has identified more clearly the responsibilities and powers of each instance of territorial administration. However, the measure has met all of these instances at a time which has no stable organizational structure, human resources, material and financial resources to enable them to deal with solvency demands of them claiming the Constitution of the State.
The most unfortunate is that such a delicate moment in our history has caught the highest entity in the culture sector plunged into a major institutional crisis in living memory. In this situation, the body responsible for bearing the brunt of Archaeology, due to the recent intervention has been that while the mafia destructured more two decades made illegal usufruct of the estate, failed to completely eradicate the main leaders of this grim period.
The current leadership of the Bolivian Archaeology is reduced to a minimum, without technical, legal, material and financial. This is compounded by political and institutional vulnerability, as both the Chief of the UNAR as the Heritage Office (which is a part) are filled by temporary staff, whose academic strengths are not sufficient to cover its shortcomings policies, management and leadership, which is creating imbalances that contribute to managing out the mess in which lies, and less head toward better paths.
If this weather continues, the impact will be felt with greater depth and drama, due to new responsibilities and powers have been delegated to the departmental governments, municipal, regional and indigenous autonomies, who in the absence of proper coordination with the level central, the lack of a Heritage Act and the need to respond to local demands, could damage the national heritage in a manner and extent uncontrollable and irreversible.
At 6 months have been met Zulma Yugar at the head of the Ministry of Culture, very little progress in providing institutional and stability to this state agency, Far from strengthened by new policies and trained personnel, was delivered to household management, informal and impromptu media makeup badly misguided interventions and domestic scandals that call for reflection on technical and political capacity to manage the sector.
